Redevelopment Project
Project Overview
The City of Henderson acquired the former Fiesta Henderson site (including the existing parking garage) with redevelopment aspirations. The City held public comments via survey and several open houses on other potential development in and the around the area, desired community amenities and preferences. The results of these community outreach efforts were used to create a vision to make this site an attraction for the Henderson community, Southern Nevada area and the Mountain West Region.

Request for Qualifications Now Open
through February 5, 2024, 5pm
The City of Henderson is actively accepting responses to a Request for Qualifications (RFQ) to select a developer who can help bring the City and the public’s vision of the former Fiesta Henderson site to life.

Question Period:
Following the release of the RFQ on January 10th, there will be a 7-day period ending on January 17th for interested parties to submit questions to the City of Henderson regarding the RFQ. All questions must be submitted to the City by no later than 5:30 PM PST on January 17th, 2024. All questions must be submitted via email to FiestaRFQ@CityofHenderson.com. Questions submitted via any other means or after the deadline will not receive a response.
Following the end of the 7-day Question Period, City staff will have the following 7-day period (ending on January 24) to respond to any properly submitted questions. Questions will be responded to individually and all questions and responses will be posted on this page of the city website no later than 5:00pm PST on January 24th.
Submission Deadline
Any interested party shall submit their response to the RFQ to the City of Henderson no later than 5:00pm PST on February 5th, 2024. Responses can be submitted via Dropbox here: Fiesta Site Redevelopment RFQ or via email at FiestaRFQ@CityofHenderson.com. Any submission received through any other means or following the deadline will not be considered.
Next Steps:
All respondents will be notified in late-February to early-March if they have been selected for continued consideration.

COMMUNITY OUTREACH SUMMARY
Outreach Summary
The Fiesta Site Redevelopment Planning process began with in-depth research and analysis, followed by a robust public outreach and engagement process. Public engagement efforts included targeted outreach in and around the project site (including Wards 1 & 3 specifically) as well as broad public outreach to Henderson residents at-large via a variety of tools and methods.

Community Input: Residents were invited to weigh-in on potential uses, amenities, scale and preferences via survey and visual preference activity. Residents also learned more about the project scope and timeline by city staff via an interactive open house format and online survey.
Completed Surveys: The City received more than 5,600 completed surveys within a 30-day comment period.
Resulting Community Preferences:
The top two identified primary uses/ themes for the site include:
- Tournament Sports Facility & Hospitality
- Family-Oriented Entertainment
The top two identified supporting uses/themes for the site include:
- Family-Fun
- Arts & Culture
Residents also expressed support in thoughtful creation of a ‘destination’ including a wide variety of additional uses such as arts and cultural facilities and event space.
The community prioritized incorporating the natural environment within the site design and utilizing climate-appropriate landscaping while also offering a diverse array of gathering spaces.
The community expressed a preference for low to medium scale development.
Residents expressed a strong desire for return on investment given the publicly funded nature of the site.
Following the planning process completion, the City developed a Vision document for use in recruiting a potential future developer for the remainder of the site and accompanying uses. The final Vision document is here: Fiesta Site Vision Document.
